Secretary of State Executive Staff

The Secretary of State's executive staff is comprised of Secretary of State, Ross Miller; Chief Deputy, Nicole Lamboley; Deputy for Commercial Recordings, Scott Anderson; Deputy for Elections, Matt Griffin; Deputy for Southern Nevada, Chris Lee; Deputy for Operations, Kate Thomas and Executive Assistant, Sallie Lincoln.

Each of the Deputies is a sworn officer and is responsible for overseeing all functions of the Constitutional office as well as managing their respective divisions and to carry out the duties of the Secretary of State as prescribed by law and the State Constitution.


Nicole Lamboley was named Chief Deputy Secretary of State in December 2006. She is responsible for implementing agency policies, carrying out Secretary Miller's mandates and policies, administering the agency's budget, supervising all agency personnel, and acting on behalf of the Secretary of State when necessary. Chief Deputy Lamboley works extensively with the legislature to develop, review and testify on behalf of all pertinent legislation for the agency before the Senate, Assembly and various committees.

Ms. Lamboley served as the Legislative Affairs Manager for the City of Reno, a Senior Regional Manager for the National Association of Manufacturers and Deputy Chief of Staff for former Governor Bob Miller. She received her undergraduate degree from the University of Notre Dame and a Masters Degree in Public Policy from Georgetown University.

Scott Anderson has served as the Deputy Secretary of State for Commercial Recordings since 1997. Deputy Anderson is responsible for overseeing the Division that processes and maintains the documents of more than 310,000 business entities on file with the Secretary of State's office. He supervises staff in both Carson City and the Las Vegas office of the Secretary of State. He assists the Secretary of State in developing, reviewing and presenting legislation pertaining to the Commercial Recordings Division, working with legislators, the Business Law Section of the State Bar Association and the Nevada Resident Agents Association. He serves as the Secretary of State's designee as chairman of the State Records Committee, as a member of Secretary of State's Task Force on Filing Practices, and has worked in an advisory capacity with the National Conference of Commissioners on Uniform State Laws (NCCUSL).

Mr. Anderson has served on the governing board of the International Association of Commercial Administrators (IACA) for seven years and served as the IACA President in 2006. He also serves on the boards of directors and in advisory capacities for several nonprofit organizations. Mr. Anderson is a certified public accountant and prior to joining the Secretary of State's office, served as the Chief Financial Officer for a local manufacturing business. Mr. Anderson received his undergraduate degree in business administration from the University of Nevada.

Matt Griffin was appointed as Deputy Secretary of State for Elections in December, 2006 and is responsible for administering the State's election process including enforcing state and federal election laws and procedures and the Help America Vote Act (HAVA).

Deputy Griffin was most recently an associate with the law firm Kummer, Kaempfer, Bonner, Renshaw and Ferrario. He is also a former Carson City prosecutor and received his undergraduate degree from the University of Nevada and his JD from Boyd School of Law.

Chris Lee serves as the Deputy Secretary of State for Southern Nevada where he manages the administration of the state's securities law by protecting Nevada investors from securities fraud, licensing investment professionals, registering securities offerings and educating the public on securities issues.

Deputy Lee is a former prosecutor with the Clark County District Attorney's Office. He received his undergraduate degree from Occidental and his JD from Santa Clara University School of Law.

Kate Thomas is the appointed Deputy Secretary of State for Operations and is responsible for managing the internal functions of the Secretary of State's office such as the agency's budget, personnel and information technology systems. Deputy Thomas is the Secretary of State's voting alternate for the Tahoe Regional Planning Agency.

Ms. Thomas has previously worked for the City of Reno and City of Thousand Oaks, California and received her undergraduate degree from Michigan State University and an MBA from the University of Phoenix.

Executive Assistant Sallie Lincoln provides administrative support to the Secretary of State and Chief Deputy and manages all functions of the executive office. Ms. Lincoln previously worked in the agency's Customer Service Division. Before joining the Secretary of State's office in 2002, she was employed in the Legislative Counsel Bureau's Media Services Division. Sallie graduated from Heald Business College in Sacramento and outside the office, she is a beekeeper, holds a Master Gardner's certificate.
